Pinahihintulutan na ng Land Transportation and Franchising Regulatory Board (LTFRB) na i-display ang mga political advertisement sa mga public utility vehicle (PUV) upang maisulong ang freedom of expression sa panahon ng eleksyon.
Batay sa memorandum circular 2015-29 ng LTFRB, ang mga PUV gaya ng mga bus, jeepney, train, taxicab, ferry, pedicab, at tricycle, ay binibigyan na ngayon ng awtoridad na magpaskil o magkabit ng anumang election campaign propaganda.
“The board has come up with the MC pursuant to the Supreme Court decision. Of course, political advertisement in PUVs is a form of free expression, but less assured that the LTFRB will not favor a particular candidate or political party,” sabi ni board member Ariel Inton.
“What is to be advertised is not based on the LTFRB’s discretion, but the PUV operators,” aniya.

Bago nito, naglabas ang Commission on Election (Comelec) ng kanilang Resolution No. 9615 na nagsasabing bawal gamitin ang mga PUV sa election campaign concerns.
Naghain ng reklamo ang transport group na 1-United Transport Koalisyon (1-UTAK) laban sa resolusyon, ikinatwiran na karapatan ng mga Pilipino na makilahok sa electoral processes. “The right…includes not only the right to vote, but also the right to urge others to vote for a particular candidate,” giit ng grupo.
Nagdesisyon ang Supreme Court pabor sa kanila, at ngayon ay sumusunod ang board sa kapasyahang ito.
