Namigay ng aabot sa P20 milyong bonus at iba pang insentibo sa kanilang mga opisyal at empleyado ang Technology Resource Center (TRC) kahit labag ito sa batas.
Ito ang ibinunyag kahapon ng Commission on Audit (CoA) batay na sa kanilang annual audit report noong 2014.
Tinukoy ng CoA na batay sa book of accounts ng TRC sa nakalipas na taon, kabuuang P20,470, 468.74 na benepisyo at allowance ang ipinamudmod ng nasabing government owned-and controlled corporation (GOCC) sa mga opisyal at kawani nito.
Nilinaw ng CoA na ipinasok ito ng TRC sa kanilang miscellaneous services account.

Sinabi ng CoA na kabilang sa nasabing bonus at mga benepisyo ang Omnibus Allowances na nagkakahalaga ng P15.766 milyon, Economic Incentives na P4.664 milyon, at Mid-year Bonus Differentials na may kabuuang P39,462.42.
Nasilip din ng CoA ang naaprubahang Corporate Operating Budget ng TRC para sa 2014 na binawalan ng Department of Budget and Management (DBM) ang pagbibigay ng bonus at insentibo sa nasasaklawan ng Miscellaneous Services.
“A review of the TRC’s approved Corporate Operating Budget for 2014 revealed that the DBM disallowed the giving of bonuses and incentives under the Miscellaneous Services, hence, payment of said personnel benefits had no legal basis,” pagdidiin ng COA.
“Under Section 4 of Presidential Decree 1445 (Government Auditing Code of the Philippines), no money shall be paid out of any public treasury or depository except in pursuance of an appropriation law or other specific statutory authority,” dagdag ng ahensiya. (Rommel P. Tabbad)
