Ipinanukala sa Kamara ang pagsusulong ng National Automotive Safety Administration (NASA) na mangunguna sa pagsasagawa ng imbestigasyon sa mga aberya sa sasakyan tulad ng alegasyon ng Sudden Unintended Acceleration (SUA) sa ilang unit ng Mitsubishi Montero.

Ayon kay Quezon City Rep. Winston “Winnie” Castelo, chairman ng House Committee on Metro Manila Development, isang independent body ang dapat manguna sa imbestigasyon na kinasasangkutan umano ng Mitsubishi Montero na nakaranas ng SUA.

“The issue calls for immediate resolution as it poses imminent and clear danger to the public. As mysterious as it can get, the vehicles in question would suddenly accelerate when the driver did not intend for it, hence, resulting in disaster,” ayon kay Castelo.

“Technical investigators who are auto engineers affiliated with the car company under investigation would definitely yield dubious findings. Hence it is incumbent upon the government to constitute an independent body in charge of the investigation of malfunctioning motor vehicles,” dagdag pa ng kongresista.

Sa ilalim ng House Bill 6307, hiniling ng house leader ang pagtatatag ng National Automotive Safety Administration upang tumugon sa kahalintulad na kontrobersiya na itinuturong ugat ng sunud-sunod na aksidente ng Montero na may problema sa SUA.

Ayon sa panukala, kukunin ang pondo sa pagtatatag ng NASA mula sa 2015 Appropriations Act ng Department of Transportation and Communications (DoTC).

Sinuportahan ni Las Piñas Rep. Mark Villar, chairman ng House Committee on Trade and Industry, ang panukala ni Castelo dahil mahalaga aniya na magkaroon ng ahensiya ang pamahalaan na nakatutok sa kaligtasan ng transportasyon sa bansa at may epektibong automotive recall system laban sa mga depektibong sasakyan.

“In Japan, a recall system was established as early as in 1969. The mechanism obliges manufacturers to collect and repair safety-deficient vehicles that are “perceived” to have design flaws or manufacturing defects.
