Dalawang kongresista ang nagmumungkahi ng value-added tax (VAT) exemption sa pagbebenta ng kuryente ng distribution companies at electric cooperatives upang mapababa ang presyo ng kuryente.

Sinabi nina Bayan Muna Reps. Neri J. Colmenares at Carlos Isagani T. Zarate na ang system loss charge ay kumakatawan sa walong porsiyento ng total electricity bill batay sa pag-aaral ng independent think-tank na Ibon Foundation.

“As a tax on consumption, the VAT ought to be imposed upon the goods and services people actually buy and consume. By its very definition therefore, the imposition of VAT upon this system loss charge is unfounded and illegal as the people are taxed for goods or services they have not actually consumed,” pahayag ni Colmenares.
