Iimbestigahan ng Special Committee on Reforestation ang pagpapatupad ng National Greening Program (NGP) ng Department of Environment and Natural Resources (DENR) upang masolusyonan ang mababang replanting at survival rates ng mga binhi.
Ayon kay Rep. Mark A. Villar (Lone District, Las Piñas City), batay sa evaluation report ng Commission on Audit (COA) noong 2013, walang ginawang pag-iinspeksiyon sa kalagayan ng mga itinanim na binhi sa ilalim ng National Greening Program.
“There are reports that the reforestation sites are allegedly burned on purpose so that reforestation can continue and bring livelihood to settlers who are hired to plant seedlings,” ani Villar.
