Ipinag-utos ng Office of the Ombudsman ang pagsasampa ng kasong kriminal laban sa ilang dating opisyal ng lokal na pamahalaan ng Manolo Fortich, Bukidnon dahil sa hindi awtorisadong pagtataas ng sahod ng isang obrero ng munisipyo.
Sa 9-pahinang resolusyon, napagtibay ni Ombudsman Conchita Carpio Morales na may probable cause upang kasuhan ng paglabag sa Anti-Graft and Corrupt Practices Act sina dating Mayor Rogelio Quiño, Municipal Budget Officer Cecilia Quiños Rejas, at Municipal Shop Foreman Antonio Quiño Jr.
Nakasaad sa resolusyon na simula 2009 hanggang 2012, itinaas nina Mayor Quiño at Rejas ang sahod ni Antonio sa Salary Grade (SG) 18 mula sa dating SG15 at SG11 na isang paglabag sa ordinansa ng Sangguniang Bayan at Compensation and Position Classification Act of 1989.
Napag-alaman ng korte na inaprubahan ng tatlong respondent ang sahod ni Antonio sa P1,157 kada araw mula a P765 kung saan dehado ang gobyerno.
“All positions in the government shall be allocated to their position titles and salary grades in accordance with the index of occupational service, position titles and salary grades of the Compensation and Position Classification System which shall be prepared by the Department of Budget and Management (DBM),” giit ni Morales.
“Absent any proof of compliance with DBM circulars, the salary grade increases were clearly made without basis and violated the rules on compensation and position classification set under RA 6758,” ayon pa sa Ombudsman.
