Ang Metro Pacific Investment Corp. (MPIC), subsidiary ng Manila North Tollways Corp. (MNTC), ang nanalo sa concession ng Subic-Clark-Tarlac Expressway (SCTEX) ng gobyerno.
Ito ay matapos na hindi makatanggap ang Bases Conversion and Development Authority (BCDA) kamakalawa ng kahit anong proposal na tatapat sa P3.5-bilyon cash bid ng MNTC para sa rights, interes, at obligasyon sa operasyon, pagpapanatili, at pagpapatakbo ng SCTEX hanggang 2043.
Sinabi ni BCDA President Arnel Casanova na wala sa San Miguel Corp., o ang hindi pinangalanang kumpanya na kinatawan ng Aguiree, Abano, Pamfilo, Paras, Pineda, and Agustin Law Firm, ang nagsumite ng mga proposal upang tapatan ang bid ng MNTC sa deadline kamakailan.
“This just proves that the latest improved offer of MNTC is the best offer in the market,” saad ni Casanova.

Kasunod nito, ang concession ng SCTEX ay igagawad sa MNTC kasunod ng konklusyon ng price challenge.
“We will sit down with the BCDA Board in a meeting on February 4 to present the result of the price challenge and get the Board’s approval before we finalize the contract and award it to MNTC,” ani Casanova.
“We have observed all the transparency required for this deal and worked hard to preserve the integrity of the process. We are happy to move on and
close this deal, proceed to working for the improvement of the service in SCTEX, and serve public interest,” dagdag niya.
Gayunman, hindi isiniwalat ni Casanova ang tiyak na timetable para sa paggagawad ng SCTEX concession.
Matatandaang ang BCDA at MNTC ay lumagda noong 2011 sa isang business and operations agreement (BOA) para sa SCTEX ngunit ipinagpaliban ng Office of the President ang pagpapatibay ng BOA at sa halip ay ipinag-utos na ang alok ng MNTC ay dumaan sa isang price challenge para sa interes ng transparency at patas na kumpetisyon.
