Pormal nang hiniling ng Citizens for Clean and Credible Elections (C3E) sa Commission on Elections (Comelec) na i-blacklist ang Smartmatic Corporation at ang local partner nitong Total Information Management Corp. sa public bidding para sa eleksiyon sa 2016.

Sa 33-pahinang petisyon, sinabi ng C3E na dapat na hindi payagan ng Comelec Bids and Awards Committee na makilahok ang Smartmatic at TIM hindi lang sa procurement process para sa 2016 elections ngunit maging sa iba pang government procurement program sa loob ng dalawang taon.

“All told, as so many pieces of evidence clearly bear out, Smartmatic International Corporation… committed several misrepresentations during the 2010 AES Project Procurement, and that Smartmatic breached its obligations under the 2010 AES Project Contract. To gloss over these violations, or simply dismiss the allegations, without a hearing thereof, and proper investigation, is tantamount to a betrayal of public trust,” saad sa petisyon.

Inakusahan ng grupo ang Smartmatic sa kabiguang tumugon sa maraming probisyon ng 2010 AES Project Contract, tulad ng pagde-deliver sa itinakdang panahon at pagbagsak sa Precinct Count Optical Scan (PCOS) accuracy rating na 99.995 percent tulad ng nakasaad sa kontrata.

Sa hiwalay na pahayag, sinabi ni Dave Diwa, tagapagsalita ng C3E, na dapat na hindi payagan ang Smartmatic na makibahagi sa procurement process dahil may malinaw na “misrepresentation” at paglabag sa terms of contract at batas sa halalan.

“Niloko tayo ng Smartmatic nitong nakaraang dalawang eleksiyon,” pahayag ni Diwa. - Leslie Ann G. Aquino
