Inatasan ng Commission on Audit (COA) ang mga scholar ng Philippine Science High School (PSHS) na hindi itinuloy ang science at technology course sa kolehiyo, na ibalik ang P23.5-milyon pondo na inilaan ng gobyerno para sa kanilang pag-aaral.

Base sa 2013 annual audit report ng CoA para sa PSHS, napag-alaman ng komisyon na marami sa mga nabiyayaan ng scholarship grant ang hindi tumugon sa mahahalagang probisyon sa kanilang scholarship agreement sa paaralan.

“It is the policy of the agency that before a scholar-awardee is admitted to the campus, he/she must sign the SA together with his/her parent or guardian. The SA provides that the scholar awardee must pursue a science or technology course in college based on the guidelines established by the PSHS system,” iniulat ng CoA.

At dahil hindi sila sumunod sa kontrata, inatasan ng CoA ang magulang ng mga estudyante na ibalik nang buo ang pondo sa scholarship program.

“A total amount of P23.508 million for scholar awardees did not serve its purpose as the scholars did not pursue S and T courses and additional funds in the amount of P8.671 million could have been generated in six campuses had Management strictly enforced the provision in the SA requiring refund of the value of scholarship grants from scholars for breach of contract,” dagdag ng COA.

Inihayag ng mga state auditor na lahat ng scholar ng PSHS ay nakatatanggap ng P500 buwanang allowance.

Binibigyan din ng gobyerno ang mga full scholar ng PSHS ng karagdagang cost of living allowance na P2,500; P1,600 para sa Partial 1 Scholars; at P1,000 para sa Partial 2 Scholars. - Ben Rosario
