Hiniling ni Senate President Pro Tempore Ralph Recto sa gobyerno na gamitin ang may P180-bilyon na Malampaya fund sakaling mabigyan na ng emergency power si Pangulong Benigno S. Aquino III bilang tugon sa krisis sa enerhiya.
Ayon kay Recto, ang pondo ay galing sa mga royalty project at mayroon na ring P148 bilyon na naitabi, batay sa 2015 budget record.
“If you read the 2015 budget documents, it says there that there is a balance of P148.8 billion as of December 2013 in government shares from Malampaya and other energy development projects. If you add the remittances for 2014, which is projected at P31.6 billion, and deduct about P757 million in withdrawals this year, then the end-year balance is about P179.7 billion,” ani Recto.
Aniya, malinaw na nakasaad ito sa Budget of Expenditures and Sources of Financing (BESF).
Ipinaliwanag ng senador na maaaring gawing subsidiya ng gobyerno ang may 600 megawatts na elektrisidad sa susunod na taon sa halagang P6 bilyon.
“P6 billion is what we spend in 30 days for the CCT (Conditional Cash Transfer). That’s equivalent to the government’s payroll and pension expenses in three days. So ‘yung anim na bilyon, 72-hours lang ‘yan na pangsuweldo at pangpensiyon ng ating gobyerno ngayon,” dagdag ni Recto.
Nakaprograma na ang Malampaya na magbigay ng P28.3 bilyon; coal production, P1.6 bilyon; geothermal projects, P572 milyon; oil, P1.1 bilyon o kabuuang P31.6 bilyon.
