Kung maghahain ng reklamo o magre-report ng insidente ng krimen sa isang estasyon ng pulisya, huwag kalimutang kumuha ng “resibo”.

Subalit hindi ito nangangahulugan na kailangan nang magbayad sa tuwing magre-report ng krimen dahil ang “resibo” ay magsisilbing patunay na naipaalam sa awtoridad ang isang crime insident.

Dahil dito, mahihirapan nang magpalusot ang mga desk officer at crime investigator ng isang himpilan ng pulisya na magdahilan na hindi nila nai-record ang isang crime incident sa police blotter.

Tatawaging Incident Record Form (IRF), obligado ang lahat ng himpilan ng pulisya na magbigay ng kopya ng IRF sa mga sibiliyan na magre-report ng insidente ng krimen o maghahain ng reklamo, ayon kay Philippine National Police (PNP) Chief Director General Alan LM Purisima.

Inilarawan ni Purisima ang IRF bilang isang “accountable form” na naglalaman ng datos na isinulat ng desk officer hinggil sa nagrereklamo, biktima o suspek, at detalye ng insidente.

“The IRF becomes an official document once it is signed by the investigators and the reporting person in which the information contained will be immediately recorded in the police blotter, uploaded to the Crime Incident Reporting System (CIRS) database, and becomes the first document included in the case folder,” ayon kay Purisima.

Ang CIRS ay isang electronic database system na gumagawa ng crime documentation at systematic data storage and retrieval. Ang CIRS ay isang sistema na mabilis at maaasahan sa pagta-transmit ng mga impormasyon sa krimen mula sa mga police unit papunta sa sa PNP National Headquarters sa Camp Crame, Quezon City.

“The implementation of Crime Incident Reporting System will ensure the gathering and inclusion of all crime data that are reported in the police station into the said database. This is why the Incident Record Form is very important to both reporting citizen and to us in the PNP,” pahayag ni Purisima. “So we are advising the public to always secure a copy of their IRF after reporting a crime incident to all police stations,” dagdag ng PNP chief. At kung sakaling ang mga kasong ini-report sa pulisya ay ibinalik sa atensiyon ng barangay, sinabi ni Purisima na dapat na nakabanggit dito kung naayos na ang kaso, iniimbestigahan pa rin, o ibilinak sa pulisya na may kaukulang sertipikasyon na gagawan ito ng aksiyon.
