Ipinanukala ni Rep. Terry L. Ridon (Party-list, Kabataan) na babaan ang singil sa mobile phone services at atasan ang telecommunication companies na maghain ng petisyon sa National Telecommunications Commission (NTC) kapag may iminumungkahing price adjustments sa phone service fees.

Layunin din ng House Bill 4380 ni Ridon na buwagin ang interconnection fees para sa mobile phone services dahil “the telecommunication companies have already recouped their expenses for infrastructure and equipment that enable interconnectivity.”

“Abolishing the interconnection charges would greatly contribute to lowering mobile phone rates without harming the economic viability of telecommunication companies,” saad ni Ridon.

Dapat aniyang bigyan ng kapangyarihan ang NTC na magpataw ng parusa sa telcos na hindi sumusunod sa mga regulasyon ng komisyon.

“Testament to this situation is the way telecommunications firms for the large part ignored the NTC’s memorandum circular that reduced the interconnection fees for text messaging from 35 centavos to 15 centavos per text, thus bringing down the cost of text message by 20 centavos,” ani Ridon.

Sa ilalim ng panukala, maniningil lamang ang telecommunication companies ng standard rate fees para sa mobile phone services sa kanilang subscribers alinsunod sa rates na ipinatutupad ng NTC.
