Walang nakasingit na pork barrel o Priority Development Assistance Fund (PDAF) sa tinatalakay ngayong pambansang budget na nagkakahalaga ng P2.606 trilyon.

Ayon kay Samar Rep. Mel Senen Sarmiento, ang 2015 national budget ay produkto ng mga konsultasyon ng Department of Budget sa lahat ng local government units (LGUs) at sectoral representatives mula sa iba’t ibang lungsod at munisipyo sa buong bansa.

Bilang halimbawa, binanggit niya ang Calbayog na dati ay isang mahirap na komunidad at lugar ng mga NPA, ngunit ngayon ay isa sa pinakamaunlad na siyudad sa Visayas “because of participatory governance, a precursor of the Grassroots Participatory Budgeting Process (GPBP) which was largely used as a basis in crafting the P2.606 Trillion 2015 national budget”.

Sinabi niya na dahil sa rebolusyonaryong sistema ng budgeting, kilala rin bilang bottom-up budgeting, nagawa ng pambansang gobyerno na magkaroon ng wastong pagsusuri sa pagpopondo ng iba’t ibang ahensiya ng pamahalaan, kabilang ang mga proyekto at programa.

“It is really unfair and absolutely baseless to claim that the 2015 GAA is still rigged with the pork barrel system. I know for a fact that much of the components of the 2015 national budget is a product of painstaking consultations with our people and the civil society,” ani Sarmiento.
