Inaprubahan ng Kamara ang paglikha ng Boracay Island Development Authority (BIDA) upang lalong tumatag at lumago ang mga benepisyo na natamo sa rehabilitasyon nito at lalong mapasigla ang pag-unlad ng isla sa Malay, Aklan.

Pinagtibay ng House committees on government enterprises at House committe on privatization ang isang substitute bill na papalit sa House Bill No. 6214, na gagamitin bilang “mother bill” sa pagtatatag ng BIDA.

Dalawa pang katulad na panukala, ang House Bill No. 4175 at House Bill No. 7256, ang ipinasa rin at isinama sa substitute bill, na akda nina Davao City Rep. Paolo Duterte at party list Representatives Eric Yap (ACT-CIS) at Sandro Gonzalez (Marino).

“The purpose of the BIDA is to place Boracay at the center stage. We know Boracay’s potential. If this is developed further, tourists from other nations will patronize it more,” ani Yap.

Ang substitute bill aniya ay naglalaman ng mga susog, kabilang ang “ecotourism provision” at ang paglikha ng BIDA, bilang “government-owned and -controlled corporation sa pangangasiwa ng Office of the President, sa halip na attached agency ng Department of the Environment and Natural Resources.”
